ISLAMABAD: Hours after criticism from all quarters, Pakistan Tehreek-e-Insaf (PTI) announced that party chief Imran Khan has expelled Farooq Bandial- a rape convict- from party, ARY News reported.

Social media had erupted in outrage and disbelief after Farooq Bandial, a man involved in 1979 rape of renowned actress Shabnam, met Imran Khan and joined Pakistan Tehreek-e-Insaf.

Farooq Bandial, who was convicted by a military court in 1979 in the rape and robbery case at then popular actress Shabnam Ghosh’s house, met Imran Khan in Khushab district of Punjab province and announced to join PTI.

Bandial, along with his friends, was sentenced to death but his death sentence was later changed to life sentence after his family reportedly pressurized Shabnam to ‘forgive’ him.

The actress later left the country and is now living in Bangladesh.

Social media users heavily criticised PTI’s decision to welcome him to the party.

Seven years after an inauspicious one-day international debutant Usman Salahuddin is ready to turn those bitter memories as he gears up to play the second and final Test against England at Leeds starting on Friday.

The 27-year-old will replace Babar Azam who injured his wrist during Pakistan’s nine-wicket win in the first Test at Lord’s.

“It’s exciting,” said Usman. “The win was great and the kind of hard work the team did and the management we were destined to perform, so I will try to do my best. No doubt, it’s a great moment for me. It’s everyone’s dream to play Test for Pakistan.”

Sent to bat at number seven on his ODI debut and then at five, Usman failed to make an impact and had to wait for seven years for another chance in the Pakistan cap.

“Cricket is such a game where you don’t have to get discouraged. The team management did not let me go down, they gave me so much practice and backed me,” said Usman who was part of the squad for the tours of the West Indies and was also part of the 15 against Sri Lanka in UAE last year.

Usman said he has the experience of playing league cricket in England.

“I played in the premier league in New Castle and scored 69 not out so no doubt I have the experience of playing in these conditions,” said Usman, who believes playing late is the key in England.

“I will play according to the situation. I will play my natural game and Insha’Allah do well.

“I think you have to play late because conditions help swing and don’t drive much, you must wait for the bad ball and that’s my strategy,” said Usman whose idol in batting is former Pakistan great Mohammad Yousuf.

“I was inspired by many players but personally I like Mohammad Yousuf and Inzamam-ul-Haq. I follow Asad Shafiq in this team and Babar Azam and also like Virat Kohli.”

Asked if his nikah proved lucky for him, a beaming Usman said: “Marriage changes a life, my nikah was held so it’s a good omen for me.”

Usman said he has set big goals for himself.

“I want to play for long, not for one match and get relax. I want to match Younis Khan’s 10,000 runs. I want to follow Inzamam and play long for Pakistan.”

The General Elections 2018 will be held on July 25, 2018.

Imran asked the nation to offer two rakats of nafil prayer for tonight the Pakistan Muslim League-N (PML-N) government’s tenure will be completed.

“Never in Pakistan’s history has such a corrupt government got into power. Pakistan’s foreign debt jumped from Rs13,000 billion to Rs27,000 billion (in five years). Until 2008, Pakistan’s total foreign debt was Rs6,000 bn and then mega projects like Tarbela dam, Mangla dam, Warwsak dam and motorways were constructed.

“While, in their (PML-N) government the debt mounted to Rs27,000 billion from Rs13,000 bn,” he said asking that where had the debt gone and what projects were made during this time.

Govt refrains from hike in petroleum prices

ISLAMABAD: On the last day in power, the government has refrained from a massive hike in the price of petroleum products.

Finance Minister Miftah Ismail said that the prime minister, on the recommendation of the ministry has decided to leave the prices of petroleum products unchanged till June 7.

He said that the incoming caretaker government can decide new prices of petroleum products.

“Since our govt ends today, and new prices of Petrol, Diesel and Kerosene Oil go in effect from tomorrow, therefore on Min of Finance’s recommendation the Prime Minister has decided to leave their prices unchanged till June 7, so that the incoming govt can decide new prices,” said Ismail in a statement.

The Oil and Gas Regulatory Authority had recommended an increase of up to 17 percent in price of petroleum products with effect from June 1. The regulator has forwarded a summary to the Ministry of Energy (Petroleum Division) on Wednesday recommending or a massive hike in prices

An upward revision of Rs 8.37 per liter in petrol price and Rs 12.50 per liter in high-speed diesel rate was proposed by the regulatory authority. Whereas, the prices of light-diesel oil and kerosene oil were recommended to rise by Rs 11.65 and Rs 8.23 respectively.

Rising Pakistan aim series whitewash

LEEDS: Pakistan had come to the United Kingdom to learn and progress as a new Test combination and had aimed to learn even if they lose against a formidable and experienced England team.

On Friday they will start as favorites to clean sweep England in a short two-match series and jump from seventh in the Test ranking to fifth following their surprising yet emphatic nine-wicket win at Lord’s.

So confident is Pakistan that they didn’t keep their final eleven until Friday morning but instead announced long-time tourist Usman Salahuddin will replace Babar Azam who, unfortunately, broke his wrist during his lead-giving 68 not out at Lord’s.

Pakistan have not beaten England at Leeds since Imran Khan’s side won here in 1987 but their last Test – a neutral venue Test – saw them beat a mature Australia on the back of seven key wickets by Mohammad Amir.

Amir looked in good touch in the second innings at Lord’s where he finished with 4-36 and together with Mohammad Abbas – who took eight wickets in the match – bamboozled England to a position where their most senior player Alastair Cook admitting that “a lot of careers will be on the line at Leeds.”

That sums up the mood in both the camps. Skipper Sarfraz Ahmed vowed his team will do their best to win an important Test.

“This is another very important Test for us,” said Sarfraz on Thursday. “We will try our level best to win the match and the series against a very good England team. We are in a process of learning so if we win here then it will be remembered for a long time.”

Sarfraz backed Usman for the Test, saying he has been touring with the team for some time now.

“We will play Usman,” said Sarfraz of the 27-year-old who made 69 not out in the side game against Leicestershire ahead of the Lord’s Test. “He is playing well and we found him better so that’s why we are going with him.”

Usman played two one-day internationals but managed single figures cores after he was sent at number seven and five on team’s West Indies tour in 2011 and was part of the squad of last year’s West Indies tour and Pakistan’s series against Sri Lanka in UAE.

Sarfraz admitted big individual scores will be needed from batsmen.

“You seek improvement all the time so we need to improve on individual scores, make the 80s and 100s which we didn’t do at Lord’s,” said Sarfraz whose team scored 363 with Babar (68 not out), Asad Shafiq (59), Shadab Khan (52) and Azhar Ali 950) all settled but did not reached-figures mark.

England will also hope their two senior batsmen Cook and skipper Joe Root improve on their 184 and 242 at Lord’s. Cook will set a new world record for most consecutive Test, leaving behind the great Australia Alan Border who played 153 matches on the trot. But it could be his last as well if he doesn’t score big.

England is also sweating on the fitness of all-rounder Ben Stokes who suffered a hamstring injury and will be assessed. The 19-year-old left-arm pacer Sam Curran is named his cover up while Jonny Bairstow has recovered from a blow to the knee.

Root admitted Stokes’s injury was a worry that delayed the announcement of the team.

“Until we know how serious it is it’s hard to make decisions and because of that we can’t name a team today,” said Root.

“Of course if Ben’s fit, we want him in the side, he’s one of our best players. He brings a lot to the table and offers so much to this team.”

Root said England needed improvements.

“It was very clear where we needed to improve from last week. We’ve had some good preparation, the guys have really worked hard and now it’s just doing it, going out and proving a point, putting a really strong performance in as a group and showing some pride in the badge.

“When you are winning and performing well you have to keep churning out those performances and when you’re on the other side of it you’ve got to make sure you turn it around”.

PM approves Rs4mn for heroic efforts of two locals in Neelum bridge collapse incident

ISLAMABAD: Prime Minister Shahid Khaqan Abbasi on Thursday approved Rs4 million for those who risked their lives while attempting to save others during the unfortunate incident of bridge collapse in District Neelum, Azad Jammu and Kashmir on May 13.

In recognition of their sacrifice and heroic efforts, Rs3 million will be given to the parent of Saim Shafaat, son of Shafaat Hussain, and Rs1 million will be rewarded to Mukhtiar son of Zeetullah.

Saim Shafaat, 12, sacrificed his life while making a heroic effort to warn tourists of the imminent collapse of the bridge in the Kundal Shai area of District Neelum, Azad Jammu and Kashmir on May 13, 2018.

Mukhtiar son of Zeetullah risked his life to save two tourists from drowning in the same incident.

The Prime Minister has directed Finance Division to immediately transfer the amount of Rs4 million to the government of Azad Jammu and Kashmir for payment to the nominees.

‘I won’t be responsible for loadshedding from tomorrow,’ says Shahbaz Sharif

LAHORE: On the last day in power, Punjab Chief Minister Shahbaz Sharif said that he will not be responsible for any loadshedding in the province from tomorrow onwards.

The chief minister was addressing at the launch of the kidney transplant procedure at the Pakistan Kidney and Liver Institute and Research Centre (PKLI) in Lahore.

“At midnight, the government is completing its term. If there is loadshedding tomorrow, do not hold me accountable.

“Neither me nor (prime minister) Abbasi will be held responsible. The interim setup should be held responsible.”

He said the government has passed its test, and strived to provide electricity and due to their efforts, loadshedding has reached a minimum. “We are now absolved from our responsibility, now it up to you to deal with it.”

He said the entire country was facing extreme temperatures and despite the scorching heat, loadshedding was at a minimum. “There is no greater litmus test, in the month of fasting, when temperatures are at an extreme, loadshedding is at minimum.”

He said that despite a decline in biogas production, and other electricity for CPEC projects, the government of Punjab and the federal government set up five new projects and invested over Rs250 billion in power projects.

“This was not our responsibility to provide electricity to the entire nation. We could have provide to Punjab only.

“But I have always believed in the notion that investment of Punjab and the power to entire Pakistan.”

Speaking about the kidney transplant procedure, Shahbaz Sharif said that the institute was build at par excellence to provide the procedure free of cost treatment to needy and deserving patients.

He said the hospital administration was fearful of the activities of the National Accountability Bureau (NAB) which has initiated an inquiry. “Due to the activities of NAB, the hospital administration is fearful,” he stated. “If this continues then the entire system will break down.”

He said the liver transplant procedure will be also started at the centre within a few months, which will benefit those who have to undergo the costly procedure from countries such as India.

He said that hospital will provide free treatment to deserving patients from across the country, and the expenses will be borne by the Punjab government.

Expressing concern about the constituencies delimitation set aside by the Islamabad High Court and the resolution by the Balochistan Assembly to postponed, Shahbaz Sharif said that it was not a good omen and it was imperative that free and fair elections are held.

“The nation demands that free and fair elections are held and on time. This is the second democratic transition and the people should have the opportunity for themselves.”

He hoped that whosoever forms that next government should work together for the benefit and welfare of the country, and set up institutes like the PKLI, which he claimed was one the leading hospitals in South Asia.

Ramazan Recipe: English Muffin Pizza

Ingredients

  • 3 English Muffins (split) ,
  • 8 ounces Pizza Sauce ,
  • 3 ounces Mozzarella Cheese ,
  • Romano Cheese (freshly grated) ,
  • 3 sprigs of Basil (cleaned) ,
  • Onion Powder (to taste) ,
  • Garlic Powder (to taste) ,
  • Dried Oregano ,
  • Red Pepper Flakes (to taste) ,
  • Salt (to taste),
  • Black Pepper Powder (to taste),

Directions

  1. Toast the six halves of English muffins in a toaster oven for a couple of minutes (This precooks the muffins slightly and helps to crisp the bottom before we place the pizza toppings on it).
  2.  Meanwhile, open the can of pizza sauce and cut the mozzarella cheese into thin slices.
  3. Remove the English muffins from the toaster oven and place them on a large dinner plate.
  4. Spoon on some of the pizza sauce (be careful not to put too much since this is not a homemade sauce)
  5. Sprinkle onion powder, garlic powder, oregano, salt and pepper, perks the pizza sauce up.
  6. Top the sauce and spices with the mozzarella cheese and add a little more sauce on top.
  7. Use about a third of the small can of sauce. Put the remaining sauce in a resalable plastic container and refrigerate.
  8. The pizzas are put on a piece of foil that will fit in the toaster oven and baked at 425 degrees for about 10 minutes.
  9. When the cheese is melted and the muffin is at the desired crispness, remove the pizzas to a serving plate.
  10. The pizzas are served with more dried oregano, red pepper flakes, Romano cheese, and basil torn on top.

IHC terms Ali Jahangir’s appointment as envoy to US as ‘shameful’

ISLAMABAD: Islamabad High Court (IHC) on Thursday heard the case against Ali Jahangir’s appointment as Pakistan’s ambassador to the United States and dubbed the government’s decision of opting him for the post as ‘shameful’.

Justice Athar Minallah, while hearing the case against Ali Jahangir, lashed out at the government and questioned Attorney General Ashtar Ausaf “whether Ali Jahangir’s appointment is a disgraceful act for the country or not?”

The Attorney General stated that there are no doubts about the court’s reservations. Justice Minallah further remarked, “It would have been better if Ali Jahangir had rejected the offer of government owing to his embezzlement charges.”

The court expressed its concerns about the image of Pakistan following Ali Jahangir’s appointment.

“The issue is sensitive and interim government cannot decide on the matter, let new government take charge,” the court observed and adjourned the hearing until October 4.

Ali Jahangir Siddiqui on Tuesday assumed charge of Pakistan’s new ambassador to the United States and replaced Aizaz Ahmad Chaudhry.

Siddiqui is also facing a National Accountability Bureau (NAB) inquiry for allegedly causing a loss of Rs 40 billion to the national exchequer through embezzlement.

On the other hand, NAB has approach Sindh High Court (SHC) in order to place Ali Jahangir on Exit Control List (ECL). The court observed that Ali Jahangir will have to appear before the court whenever NAB summons him.

ECP issues schedule for general elections

ISLAMABAD: Taking another step toward holding of the forthcoming general elections, the Election Commission of Pakistan (ECP) on Thursday issued the schedule for the polls.  

ECP Secretary Babar Yaqoob announced the schedule, saying the polls will be held on July 27, 2018 without any delay.

As per schedule, he said, returning officers will issue public notices on June 1, inviting nomination papers from candidates intending to contest the polls. Candidates will be able to submit their nominations between June 2 and 6.

A list containing the names of candidates will be published the very next day. Afterwards, the process of scrutiny of nomination papers will begin, which will continue until June 14.

Candidates will be able to file appeals against rejection or acceptance of nomination papers by returning officers until June 19 and election tribunals will hear and decide appeals until June 26.

The final list of contenders who will run in the upcoming general elections will be published on June 27, while nomination papers can be withdrawn until June 28.

Election symbols will be allotted to candidates on June 29, according to the commission.

GENEVA: The head of the World Trade Organization agreed on Thursday with a call from French President Emmanuel Macron for reform, saying he saw a need to “strengthen” the body and “make it more effective”.

WTO Director-General Roberto Azevedo has in recent months warned that the US-led trend of erecting new trade barriers and sable-rattling on commerce could hamper global growth.

He met with France’s Macron on Wednesday to discuss “current global trade tensions” and the “central role of the WTO in safeguarding the stability and predictability of the trading system,” the organisation said in a statement.

“It was comforting to hear what he said and I agree entirely with his assessment on the need to strengthen the WTO and to make it more effective in addressing the trade challenges of today,” Azevedo said in the statement.

The WTO chief, who has been at the helm of the global trade body since 2013, said he stood “ready to support him and all WTO members in exploring ways to make the WTO work better for all.”

His comments came after Macron on Wednesday told officials at the annual forum of the Organization for Economic Cooperation and Development in Paris that he wanted talks on overhauling the WTO.

Macron voiced frustration after weeks of intense EU lobbying to remain exempted from the metal tariffs announced by US President Donald Trump in early March.

Officials have indicated they see little chance that Trump will continue exempting EU companies from the duties of 25 percent on imported steel and 10 percent on aluminium.

“Our task is to find a collective response,” Macron said, adding that “only a reformed WTO can give us this framework.”

After having visited 132 cities of Pakistan, Abdullah is of the view that Pakistanis at core are united and peaceful, “I have understood one thing that if you practically start looking at things I never felt that I am in Sindh, nowhere did I feel I am in Punjab, Kashmir, Gilgit-Baltistan. The corner which starts from Quetta till Khunjerab from till Shandur, from Shandur till Chitral, from Chitral till Khyber I only found warmth, peace-loving people.”

This trip has helped Abdullah exchange culture and thoughts with his compatriots travelling at least 16-18 hours a day, “I started on 6th April and on the 22nd of May, it is the 47th day. In which I used to rest for 5 hours every day. I met people, exchanged cultures, thoughts, how Balochistan’s people are, what do they do, adapted other people’s culture.”

WASHINGTON: Days away from a historic summit with North Korea’s mercurial leader, US President Donald Trump held a White House meeting Wednesday with another famous Kim — reality TV star Kardashian — to discuss prison reform and sentencing.

The reality star entered the grounds of 1600 Pennsylvania Avenue wearing a black suit and canary yellow stilettos, an AFP photographer witnessed.

Kardashian was expected to meet aide Jared Kushner, who has spearheaded stuttering White House efforts at criminal justice reform.

In the end, she met with fellow TV personality, President Donald Trump — formerly of “The Apprentice” and New York tabloid fame.

“Great meeting with @KimKardashian today, talked about prison reform and sentencing,” the president said in a tweet, accompanied by a photograph of the pair in the Oval Office, with Trump flashing a broad grin.

Kardashian, 37, is known for her socialite TV persona, but has also called for the release of Alice Marie Johnson, a 62-year-old who has been in prison for more than two decades for a nonviolent drug offense.

Fixing tough sentencing laws had been a priority of president Barack Obama’s administration, but he failed to win Congressional support, prompting a stream of presidential pardons and clemency actions.

Trump has so far taken a more hardline approach, advocating a “lock-em-up-and-throw-away-the-key” approach to criminal justice.

During his first year and half in office he has pardoned disgraced Arizona sheriff Joe Arpaio, a Trump supporter who was convicted of violating a court order to halt traffic patrols targeting immigrants.

He also pardoned vice president Dick Cheney’s former chief of staff Lewis “Scooter” Libby.

Last month, Kim’s rapper husband Kanye West raised eyebrows after tweeting about his “love” for Trump and describing him as a “brother” with whom he shared “dragon energy.”

US, North Korea to hold second day of nuclear talks

NEW YORK: U.S. Secretary of State Mike Pompeo and high-ranking North Korean official Kim Yong Chol enter a second day of meetings in New York on Thursday as they try to settle nuclear weapons disagreements and set the stage for an historic summit between their leaders.

The two men left a 90-minute private dinner at a New York apartment on Wednesday night without providing details about their conversation. Another round of talks is due on Thursday.

The United States has been demanding that North Korea abandon its nuclear weapons program amid reports that it is close to being able to launch a nuclear-tipped missile capable of reaching the United States.

Pyongyang has long argued that it needed nuclear weapons for its security. There were reports earlier on Wednesday that South Korean officials were noting “quite significant” differences between the United States and North Korea over denuclearization.

The New York meetings follow high-level conversations Pompeo held in North Korea in April and earlier in May and are intended to get negotiations between the two long-time adversaries back on track.

U.S. President Donald Trump and North Korean leader Kim Jung Un had been scheduled to hold an unprecedented summit in Singapore on June 12. Disputes between Washington and Pyongyang led Trump to cancel the meeting, only to see a renewal of diplomatic efforts in recent days.

Kim Yong Chol, a close aide of Kim Jong Un and vice chairman of the ruling Workers’ Party’s Central Committee, is the most senior North Korean official to meet top U.S. officials for talks in the United States in nearly two decades.

In Pyongyang, Kim Jong Un welcomed visiting Russian Foreign Minister Sergei Lavrov in the first meeting between a Russian official and Kim as head of state.

Lavrov invited Kim to Russia, and called for a phased approach to denuclearization, including easing of international sanctions on North Korea.

The United States, in return for North Korea giving up its nuclear weapons, could potentially loosen sanctions, leading to possible food and other aid to impoverished North Korea and improved ties with South Korea.

A senior State Department official briefed reporters separately as Pompeo and Kim Yong Chol met late on Wednesday. The official, who asked not to be identified, said North Korea is “going to have to make clear what they are willing to do” in response to Washington’s demands.

Trump, the official said, “can make a fly or no-fly decision anytime he wants,” referring to the possible Singapore summit.

If not enough progress is made to lead to a productive meeting between Trump and Kim Jung Un, the official said, “we will ramp up the pressure on them and we’ll be ready for the day that hopefully they are ready.”

The two Koreas have technically been at war for decades, even though the Korean War’s military combat ended in 1953, because a peace agreement was never signed.

China, North Korea’s main trading partner and a key ally, said it supported and encouraged the “emerging good faith” between the United States and North Korea.

“At the same time as working to achieve the goal of denuclearization, we should also build long-term and effective initiatives to keep peace on the Korean peninsula,” China’s foreign ministry Hua Chunying said in Beijing.

Russia has appeared to be on the fringes of a flurry of diplomacy, but Lavrov’s visit was a move to raise its profile in international efforts to ease tension on the Korean peninsula, said Artyom Lukin, a professor at Far Eastern Federal University in Vladivostok.

“Moscow wants to be in the loop concerning the latest developments, especially with respect to the likely summit between Trump and Kim Jong Un,” Lukin said.

“For its part, North Korea would like to have Russian support entering high-stakes negotiations with Washington.”

Army’s help sought to douse fire in Margalla Hills

ISLAMABAD: The fire that erupted in the forests of the Margalla Hills on May 29 couldn’t be brought under control after three days of efforts by firefighters.

Capital Development Authority (CDA) Environment and Emergency Wing has approached the National Disaster Management Authority (NDMA) to seek help of Pakistan army to extinguish the wildfire.

Sources told ARY News that the NDMA has already sought assistance of the military to help extinguish the fire as fire tenders couldn’t reach certain spots.

This is the second fire in less than a week. A day earlier, the fire had erupted at two different spots of the hills, which included Sadiqpur village and Daman-e-Koh.

A CDA official said the authority is making all-out efforts to extinguish the fire as they have already cleared a large hilly area, but couldn’t put out the blaze in the spots which are inaccessible to fire tenders.

Earlier in March, a fire had broken out in the Margalla Hills, which was also doused with help of army and Pakistan Air Force (PAF).

Moscow invites North Korea’s Kim to visit

SEOUL: Russian Foreign Minister Sergei Lavrov in Pyongyang on Thursday invited North Korean leader Kim Jong Un to visit Russia, Moscow said, during the first meeting between the head of the reclusive state and a Russian official.

“Come to Russia, we’ll be very happy to see you,” Lavrov told Kim in remarks released by the Russian foreign ministry.

Lavrov passed greetings from Russian President Vladimir Putin to Kim, saying he wished him success in the “major undertakings that have been initiated on the Korean peninsula”, the ministry said in a statement.

Lavrov was the first Russian official to be received by Kim, Russian news agencies said. “It was the first official meeting with him face to face,” TASS quoted a source in the minister’s delegation as saying.

The Russian foreign ministry also released pictures of the two men shaking hands and smiling.

Russia’s top diplomat arrived in Pyongyang earlier Thursday, ahead of a landmark summit between Kim and US President Donald Trump.

His visit comes amid a flurry of diplomatic activity to organise next month’s summit, with US Secretary of State Mike Pompeo also meeting Kim’s right-hand man Kim Yong Chol in New York late Wednesday.

Last month North Korea’s foreign minister Ri Yong Ho held rare talks with Lavrov in Moscow as Pyongyang moves to improve strained ties with global powers.

Washington wants North Korea to quickly give up all its nuclear weapons in a verifiable way in return for sanctions and economic relief.

Pyongyang has a different view of denuclearisation and remains deeply worried that abandoning its deterrent would leave it vulnerable, especially while the United States maintains a robust military presence in South Korea.

‘Private school mafia’ has ruined govt schools: CJP

LAHORE: Chief Justice of Pakistan Mian Saqib Nisar remarked on Thursday that imparting education is not a business, but fundamental right and that “private school mafia” has ruined government schools in cahoots with each other. 

He made these remarks while hearing a case pertaining to exorbitant school fees at the apex court’s Lahore registry.

Counsels for private schools requested the court to issue a stay order against the verdicts of different high courts that restrained them from increasing tuition fees.

Turning down the request, the top judge said this is a serious issue and he is considering a sou motu notice in this regard.

He said a large number of people have opened private schools, exploiting parents. Parents are made to pay inflated fees, which are even higher than the amount they earn, he added.

The top adjudicator said the court is well aware of how school franchises have been created and directed the authorities to inform as to under what law children are being charged withholding tax.

This all is being done to serve the interests of private schools, he said

The apex court issued notices to respondent authorities to submit comments on appeals of private schools through which they challenged the verdict of different high courts that restrained them from increasing tuition fee by more than five per cent.

Genetic obesity risk tied to smoking: study

NEW YORK: Although smoking has long been associated with being thin, a recent genetic study suggests that a tendency to have excess body fat, especially around the waist, is also tied to a person’s odds of being a smoker.

The findings might indicate that extra body fat influences the likelihood of taking up smoking and how heavily a person smokes, or that the urges to overeat and to smoke may share some genetic origins, the authors note in The BMJ.

“These results highlight the role of obesity in influencing smoking initiation and cessation, which could have implications for public health interventions aiming to reduce the prevalence of these important risk factors,” writes the study team, led by Robert Carreras-Torres at the International Agency for Research on Cancer in Lyon, France.

The authors did not respond to a request for comments.

The researchers analyzed data from the UK Biobank and the TAG Consortium on more than 450,000 people of European descent. These databases contain genetic, medical and lifestyle information for their volunteer participants.

Past studies, the authors note, have already linked genetic variations known as SNPs to both obesity and smoking, suggesting that particular SNPs increase a person’s vulnerability to both forms of “addictive behavior” – overeating and smoking. It’s not clear, however, if people who smoke stay thinner because smoking curbs appetite, or even if smokers really do stay thin.

To avoid the confusing influence of smoking’s effect on appetite, the researchers didn’t just look at participants’ actual body mass and other body fat measurements. They also created a genetic profile of predicted body traits based on a person’s SNPs. Using both real measurements and this genetic profile, the team then analyzed each person’s smoking history.

For actual body mass index (BMI), a measure of weight relative to height, the researchers found that every additional 4.6 kilograms/meter squared was associated with a 5 percent lower risk of being a current smoker but also a 12 percent higher risk of ever having been a smoker, compared to never-smokers.

The same real-BMI increment was also linked to a smoking-intensity increase of 1.75 cigarettes per day for current and former smokers combined.

When researchers looked at the genetic body fat profile, however, they found that each incremental increase in projected BMI based on SNPs was linked to 24 percent higher odds of being a current smoker and an 18 percent increase in odds of being a former smoker.

Projected increases in waist circumference and body fat percentage based on genetic profile were similarly linked with increases in the odds of ever having smoked and increased smoking intensity.

Genetic body type was not linked with odds of smoking cessation, though. This detail and others lead the authors to suggest that rather than genetic predisposition to addictive behavior, excess body fat itself might influence cravings for nicotine.

Whatever the relationship between excess body fat and smoking, interventions to help people avoid these health risks need to take both into account, the authors conclude.

People may be tempted to start smoking to help them lose weight, said Lucy Popova, a researcher at the Georgia State University School of Public Health in Atlanta who wasn’t involved in the research. Smoking decreases appetite because nicotine, the primary addictive chemical in tobacco, activates various receptors in the brain, and some of these receptors are on the nerve cells that regulate appetite and eating behavior, she said.

“Starting smoking in order to lose weight is a really bad idea. On one hand, you might weigh a couple of pounds less, but this weight reduction might come from lean muscles and not fat,” Popova said.

Also, research shows that smokers, while having lower BMI, tend to have more fat around their abdomens than non-smokers, which is worse for health than simply having a high BMI, she said.

“On the other hand, smoking causes cancers, heart diseases, stroke, bad breath, yellow teeth, and all sorts of other negative consequences, including death. Smokers also have a harder time exercising due to the shortness of breath, so this makes losing weight even more difficult,” Popova noted.

Ahead of November election, old voting machines stir concerns among U.S. officials

HARRISBURG, Pennsylvania: U.S. election officials responsible for managing more than a dozen close races this November share a fear: Outdated voting machines in their districts could undermine confidence in election results that will determine which party controls the U.S. Congress.

In 14 of the 40 most competitive races, Americans will cast ballots on voting machines that do not provide a paper trail to audit voters’ intentions if a close election is questioned, according to a Reuters analysis of data from six states and the Verified Voting Foundation, a non-political group concerned about verifiable elections.

These include races in Pennsylvania, New Jersey, Texas, Florida, Kansas and Kentucky. Nationwide, of 435 congressional seats up for grabs, 144 are in districts where some or all voters will not have access to machines using paper records, the analysis shows. While something could go wrong in any of those districts, it is in the close elections where a miscount or a perception of a miscount matters most.

Most of the dozen-plus state and local election officials interviewed by Reuters said they worry about bad actors hacking the older electronic voting machines to alter ballots, and then being unable to verify the results because there will be no paper trail. But the officials worry most about voters losing trust in elections, because officials would not be able to visibly demonstrate that the tally was indeed accurate.

“Voter confidence is a really big thing, and it’s the battle I worry about losing,” said Pennsylvania’s elections commissioner, Jonathan Marks. His state has four of the country’s most hotly contested elections – all of them in counties that use the older machines.

While there is no evidence that any voting machines were hacked in the 2016 presidential election of Donald Trump, there is increased anxiety, in large part because of U.S. intelligence findings that Russia actively sought, mostly through manipulation of social media, to sow distrust.

Trump himself has been accused by opponents of undermining confidence in the U.S. election system by falsely claiming that Hillary Clinton’s victory in the popular vote was due to massive voter fraud in favor of his Democratic opponent. No evidence of such fraud has been found.

A NEED FOR PAPER

Most election officials interviewed by Reuters said they neither have the time nor the money to install voting machines that have a verifiable paper backup in time for the 2018 election. Officials believe paper is the best way to verify disputed election results because it can be physically examined and counted.

The Department of Homeland Security declared last year that Russian hackers had probed election-related computer systems in 21 of the 50 states during the 2016 election and that a small number were compromised. U.S. officials said, however, there was no evidence votes were altered in 2016.

Intelligence agencies expect more meddling leading up to the 2018 elections. “The intelligence community has been clear that the threat and desire to undermine confidence in our democratic institutions remains,” said Matt Masterson, senior cyber security adviser in the Department of Homeland Security.

Voting machines are generally not connected to the internet and therefore are difficult to hack. But even if hackers don’t get in during the moments they might be linked to the internet, if voters are led to believe that the results are faked or mistallied, the mistrust of the system could undermine faith in elections, said Washington State Secretary of State Kim Wyman.

“If people perceive somebody cheated, then it’s as if somebody cheated,” said Wyman.

TOO LITTLE, TOO LATE

Many states switched to electronic voting machines after paper ballot disputes cast a pall over Republican George W. Bush’s victory over Democrat Al Gore in 2000. But with cybersecurity a nascent concern at the time, securing machines against potential hackers was largely an afterthought.

Last fall, Virginia became the only state since the 2016 election to replace all of its paperless touchscreen machines after its board of elections decertified them.

The state acted after hackers at the annual Def Con hacking conference in Las Vegas demonstrated how they could quickly break into electronic machines, including some of the models used in Virginia. Other states ordered their counties to upgrade, but they were delayed by lack of money and the difficult logistics of procuring new equipment.

For the most part, the Def Con exercise discovered vulnerabilities by physically accessing voting machines, in some cases literally pulling them apart to find security weaknesses.

Earlier this year, Congress appropriated $380 million to upgrade election systems across the country, but state and local officials say the amount is both too little and comes too late for them to buy new machines for the 2018 election.

In Pennsylvania, for instance, the state has ordered local jurisdictions, which are charged with administering elections, to update their systems by 2019. It will cost up to $150 million, said Kathy Boockvar, Pennsylvania’s senior adviser to the governor on election modernization, but the federal government funding provides only $14 million of it.

To help states shore up their systems in the meantime, DHS offers states weekly updates on cyber threats and sends computer experts to check the security of local systems, said Masterson, the cybersecurity adviser at Homeland Security.

Florida hired a cybersecurity firm to analyze its systems.

In Kentucky, the state brought in federal advisers to train county election chiefs on security risks. It plans to train another 15,000 poll workers before November’s election, said Alison Grimes, Kentucky’s secretary of state.

The army chief said this while addressing the officers and faculty of the Command and Staff College in Quetta, according to military’s public affairs wing Inter-Services Public Relations (ISPR).

General Bajwa said the country, through great sacrifices of security forces and the nation, is on a positive trajectory of peace and stability. “The job is not completed yet and we have to carry forward the gains towards enduring peace,” observed the army chief. He acknowledged and hailed the contributions and performance of young officers in the operations. General Bajwa advised them to continue excelling in their profession.

Later, General Bajwa visited the headquarters of Southern Command in Quetta where he was briefed on the progress of border fencing along the Balochistan portion of the Pak-Afghan border, Quetta Safe City Project, and the ‘Khushal Balochistan’ initiative.

The COAS expressed satisfaction on the progress of the socio-economic and security initiatives.

How the World Cup will impact Russian economy?

MOSCOW: The 2018 soccer World Cup will have little lasting impact on the Russian economy, Rating agency Moody’s Investors Service said on Thursday.

Russia will host the world’s biggest soccer tournament from June 14 to July 15 in 11 cities in the European part of the country, having spent billions of dollars on preparations.

“We see very limited economic impact at the national level given the limited duration of the World Cup and the very large size of the country’s economy,” Moody’s said.

“While the extra boost in tourism will benefit Russia’s already healthy external accounts, the added support will likely be short-lived.”

Moody’s finding is at variance with an assessment last month by former deputy prime minister Arkady Dvorkovich, who said Russia’s economic growth was to a large extent being driven by investments generated by preparations for the World Cup.

Moody’s said the food, hotel, telecoms and transport industries would see a temporary boost in revenue, but the overall credit impact for the Russian corporate sector would be limited.

Moscow airports would benefit “because upgraded facilities will support higher passenger flows, even after the event,” Moody’s said. “Construction companies are also among the key beneficiaries, but they would have already felt much of the impact.”

But the sectors expected to benefit most from increased tourist flows “are not key growth drivers in most hosting local economies,” Moody’s said.

President signs constitutional bill merging Fata with KP

ISLAMABAD: President Mamnoon Hussain on Thursday ratified the 31st Constitutional Amendment, merging the Federally Administered Tribal Areas (Fata) with Khyber Pkhtunkhwa province.

After signing the bill into law, he congratulated the people of the tribal region on becoming part of the province at a ceremony in Islamabad today

The President expressed confidence that the merger of Fata with KP would lead to stability in the region.

The ceremony was also attended by Governor Khyber Pakhtunkhwa Iqbal Zafar Jhagra, Special Assistant to Prime Minister Barrister Zafarullah and National Security Advisor Nasser Khan Janjua.

On May 27, the KP Assembly endorsed the constitutional amendment already passed by the two house of the Parliament with a two-thirds majority.

The landmark bill brings the tribal borderlands, comprising seven agencies and six frontier regions, to the mainstream.

Tribal people will get representation in the KP Assembly through the amendment. The number of seats in KP Assembly will increase to 145 from existing 124. Fata will be granted 16 general seats, four seats for women and one seat for non-Muslims in KP Assembly.

Elections on these provincial legislature seats shall be held within one year after the general elections 2018. The amendment reduces the number of seats in the National Assembly from 342 to 336.

The members of the National Assembly from Fata to be elected in the 2018 election shall continue till dissolution of the Lower House. According to the constitutional amendment, the number of seats of Senate will be reduced to 96 from existing 104.  The existing members of the Senate from FATA shall continue till expiry of their respective terms of office.

The constitution amendment also envisages amendments in article 246 and repeals article 247 which place the tribal areas under the command and control of president.

Speaking in the last session of the National Assembly, Mr Abbasi said neither the government nor the opposition would accept any suggestion for delaying general elections.

He said the cause of the democracy demands free, fair and transparent elections.

The Prime Minister was of the view that timely holding of elections is constitutional requirement and we would not allow even a day’s delay in the conduct of polls.

Shahid Khaqan Abbasi proposed national dialogue to define relationship among institutions and forge consensus on critical issues.

Highlighting government performance in the National Assembly, Prime Minister Shahid Khaqan Abbasi said security situation has greatly improved as our valiant armed forces have successfully defeated the menace of terrorism and restored peace in the country.

He said peace was also established in Karachi which is result of consensus among the political parties and a success story of democracy.

The Prime Minister said economy of the country has been revamped and a growth rate of about six percent has been achieved. He said today Pakistan has become an investment destination of all foreign and local investors. He said radical tax reforms have been introduced while energy crisis overcame due to prudent policies of the government.

He said government initiated projects will ensure sufficient availability of electricity by 2030. He said one hundred and fourteen new gas discoveries were recorded in our tenure. He said today gas is available to every consumer in Pakistan.

He said supply of gas will be made available by 2020 through Turkmenistan-Afghanistan-Pakistan-India gas pipeline.

Shahid Khaqan Abbasi said the government has brought a revolution in internal and regional connectivity. He said 1700 kilometers long motorways have either been completed or in completion phase across Pakistan. He said western corridor will open up Balochistan.

After threadbare consultations, the PTI has finalised the names of Dr Hassan Askari Rizvi and Nasir Durrani for the office of interim chief minister of the province.

Former chief secretary of Punjab Nasir Saeed Khosa on Wednesday excused to accept the office of the Caretaker Chief Minister of Punjab.

According to sources, Mr. Khosa was not consulted before his name was recommended for the top slot of the interim setup in Punjab.

Leader of the Opposition in the Punjab Assembly Mian Mehmoodur Rashid said the party is taking back its decision to install Mr. Khosa as caretaker chief minister owing to public backlash.

He said a new name for the position will be made public soon after consultation with party leaders.

The opposition leader said the decision to withdraw Mr. Khosa’s name was taken after taking into consideration public backlash and voices of disagreement within the party.

Mian Mahmoodur Rasheed and Chief Minister Shehbaz Sharif had recently agreed over the name of Nasir Saeed Khosa as the caretaker chief minister of the province.

PTI’s central information secretary Fawad Chaudhry in a video message on Wednesday said “Mr Khosa’s name has been withdrawn following backlash on social media, public media and within the party.”

Chief Minister Shahbaz Sharif expressed his surprise over the PTI’s change of heart, saying Mr Khosa’s name had been given by the opposition and finalised after a thorough consultation. “It is beyond one’s comprehension why PTI withdrew the name of its own nominee after finalisation of the process,” he wondered.

He said the issue of caretaker chief minister stood settled as a summary in this regard had already been sent to the Punjab governor that could not be legally withdrawn.

Previously PTI chairman Imran Khan had also rejected the decided nomination of Manzoor Afridi for caretaker chief minister of Khyber Pakhtunkhwa.

The PTI took two days to withdraw its decision of nominating Nasir Saeed Khosa, who had served as federal finance secretary and Punjab chief secretary under Chief Minister Shehbaz Sharif from 2010 to 2013.

In its weather forecast for Friday, Pakistan Meteorological Department (PMD) predicted that sea breeze will cool down the sizzling temperature in the city to some extent marking an end to the ongoing heat wave in the metropolis. The maximum temperature tomorrow will be recorded between 36-38 degree Celsius in Karachi, the met office said.

The mercury on Wednesday soared to 46 degrees Celsius in the city, making it the hottest day of the city in year 2018. According to weather experts, Karachi witnessed the hottest day with 46 degree Celsius after 80 years, when in May 1938 the temperature had hit up to 47 degree Celsius.

Interior Sindh, Punjab and KPK will continue to experience searing temperature today. Hyderabad is burning with 43-45 degree Celsius, Islamabad with 41-43 degree Celsius, Lahore with 42-44 degree Celsius and Peshawar with 41-43 degree Celsius, the weather department said.

PTI comes under fire for flip-flopping on Punjab CM nominee

LAHORE: The Pakistan Tehreek-e-Insaf’s (PTI) another about-turn over the name of caretaker chief minister in Punjab has drawn severe criticism from the Pakistan Muslim League Nawaz (PML-N) and other political parties.

On Wednesday evening, the PTI withdrew the name of former bureaucrat Nasir Mahmood Khosa for the post of caretaker chief minister Punjab after public backlash.

The latest about-turn came days after it rejected the name of businessman Manzoor Afridi for interim chief minister of Khyber Pakhtunkhwa.

Slamming the PTI over backtracking from the decision to install Khosa as interim chief minister, outgoing Punjab Chief Minister Shehbaz Sharif said the party took a U-turn and asked if the person in habit of taking U-turns deserved to be made prime minister of Pakistan.

He said PTI chief Imran Khan is the master of taking U-turns and added politics is not his cup of tea.

Commenting on a resolution adopted by the Balochistan Assembly seeking delay in the polls, the PML-N president said it doesn’t augur well for continuity of the democratic system.

He said he doesn’t support the resolution and that holding of general elections on time is in the best interest of the country’s democratic system.

He said the people of the country are aware of those who wasted time and those who served them.

Separately, PML-N leader and Law Minister Rana Sanaullah said the PTI makes a decision first than thinks about it.

POL price hike: OGRA recommends Govt to increase prices by 17%

ISLAMABAD: The Oil and Gas Regulatory Authority (OGRA) has recommended an increase of up to 17% in prices of petroleum products to be applicable from June 1, 2018, ARY News reported.

The regulator has forwarded a summary to the Ministry of Energy (Petroleum Division) on Wednesday with recommendations for a massive hike in prices of all petroleum products.

An upward revision of Rs 8.37 per liter in petrol price and Rs 12.50 per liter in high-speed diesel rate is proposed by the regulatory authority. Whereas, the prices of light-diesel oil and kerosene oil are recommended to go up by Rs 11.65 and Rs 8.23 respectively.

Following the global price hike, if the outgoing government approves the summary sent by OGRA then from June 1, the new price of petroleum products in Pakistan will be Rs 96.7 for per liter of petrol, Rs 111.26 for per liter of high-speed diesel and Rs 88.10 for per liter of kerosene oil.

A final decision on price revision will be taken by Prime Minister Shahid Khaqan Abbasi on Thursday (today).

Pakistanis are taken aback by the news of recommendation for massive price hike in petroleum products ahead of Eid, a step that will add to the misery of the people. The hike in petroleum prices will eventually multiply the rate of inflation in the country.

Ex-CJP Nasirul Mulk to take oath as caretaker PM tomorrow

ISLAMABAD: With the 14th National Assembly completing its full, five-year term tonight, former Chief Justice of Pakistan, Justice (retd) Nasirul Mulk, will take oath as caretaker prime minister of Pakistan tomorrow. 

On May 28, the government and opposition after threadbare consultations named the former top adjudicator as caretaker premier to oversee general elections scheduled to take place on July 25.

Justice (retd) Nasirul Mulk will take oath at a ceremony in Aiwan-e-Sadr at 11:00 pm tomorrow.

All arrangements for the event have been finalised. The country’s military leadership, civilian principals as well as diplomats have been invited in connection with the oath-taking ceremony.

The PML-N completes its five years term in office tonight. Unlike in 2013, the government and opposition this time picked up a consensus candidate for the office of caretaker prime minister.

Justice (retd) Mulk’s nomination for the position was hailed almost by all major political parties.

The former chief justice served as the chief minister of Pakistan from July 2014 to August 2015 and his term was credited having a policy of ‘judicial restraint.’ In his tenure, he announced couple of important verdicts that will be remembered for long.

Born on August 17, 1950, in Swat, Khyber Pakhtunkhwa, Justice Nasirul Mulk is a barrister-at-law of the Inner Temple, London.

He was elected as secretary general, Peshawar High Court Bar Association in 1981.

Before his appointment as judge of the Peshawar High Court on June 4, 1994, he served as advocate general of NWFP (now KP) for one year. He was elevated as chief justice of Peshawar High Court on May 31, 2004 and as a Supreme Court judge on April 4, 2005.

He is remembered for the way he conducted the contempt case against then prime minister Yousuf Raza Gilani. He convicted the then chief executive for 30 seconds while maintaining the dignity and honour of the court, and left the disqualification issue open to the Election Commission of Pakistan and the then speaker of the National Assembly, Dr Fehmida Mirza.

Justice Mulk was one of the seven judges who signed a restraining order on Nov 3, 2007, when retired Gen Pervez Musharraf imposed emergency and forcibly sent the judges home.

He was also sworn in as the acting Chief Election Commissioner (CEC) of Pakistan in November 2013.

SC expresses displeasure over lack of progress in Asghar Khan case

ISLAMABAD: Chief Justice of Pakistan Mian Saqib Nisar on Thursday expressed displeasure at the federal government for failing to call a cabinet meeting to take a decision with regard to the implementation of the Supreme Court verdict in the Asghar Khan case.  

The CJP, who was heading a three-judge bench of the apex court, directed the government to convene a meeting of the federal cabinet today to implement court orders.

At the outset of the hearing, he came down hard on the government, asking why the federal cabinet has yet not taken a decision about the implementation of the verdict.

He expressed concern that it is a serious matter, while the government doesn’t care about it.

A state counsel requested the top judge to allow some time to obey its orders.  Turning down the request, the chief justice directed him to call a cabinet meeting today to take a decision in this regard.

The apex court had already rejected the petitions filed by Gen Beg and Gen Durrani seeking to review the verdict passed on a petition of retired Air Marshal Asghar Khan.

Air Marshal (retd) Asghar Khan wrote a letter to the then chief justice of Pakistan Nasim Hassan Shah in 1996, in which he alleged that the then president Ghulam Ishaq Khan, then army chief General Mirza Aslam Beg, then ISI director general Lt Gen Asad Durrani as well as then owner of now defunct Mehran Bank Younis Habib had distributed Rs 140 million among several politicians to manipulate the 1990 polls to defeat Benazir Bhutto.

After the passage of more than a decade following the matter having brought to the apex court, it gave a 141-page landmark verdict on October 19, 2012 declaring that 1990 elections were rigged.

It ordered the Federal Investigation Agency (FIA) to investigate the matter and if evidence was found against anyone, action should be taken against them.

The court held that there was sufficient evidence to suggest that the 1990 election was rigged and that a political cell maintained by the then president Ghulam Ishaq Khan supported the formation of the IJI to stop a victory of the PPP.

It found Ghulam Ishaq Khan, Baig and Durrani guilty of violating the constitution.

Govt and Opposition in provinces at odds over caretaker setup

ISLAMABAD: The assemblies completing their mandated term tonight but the opposition and governments in all four provinces yet to reach an agreement about caretaker setups in their respective provinces.

The National Assembly, Punjab and Balochistan assemblies are going through the last day of their mandated term to stand dissolved at 12:00 in midnight on Thursday (today).

It is rare second time in a row that the assemblies completing their tenures in Pakistan without any disruption, pointing out to the stabilization and maturity of the democratic system in Pakistan.

The provincial assemblies of Sindh and Khyber Pakhtunkhwa provinces completed their constitutional terms on May 28.

The cabinets will also seize to exist along with the dissolution of the three assemblies.

The National Assembly before reaching to the end of its tenure, passed the landmark legislation about the merger of Federally Administered Tribal Areas (FATA) with Khyber Pakhtunkhwa.

The things in Pakistan’s journey on the path of democracy, however, are not smooth, as except in the Centre, the government and opposition in the four provinces yet to decide who will head the interim setup in their respective provinces.

The Khyber Pakhtunkhwa government has taken back the name of Manzoor Afridi after PTI chairman Imran Khan rejected the decided nomination for the interim setup in the province. The decision has created a deadlock between the two sides, which needs hectic efforts to iron out.

The PTI also withdraw its decision of nominating Nasir Mehmood Khosa as the Caretaker Chief Minister of Punjab after criticism in the party ranks.

Chief Minister Shahbaz Sharif expressed his surprise over the PTI’s change of heart, saying Mr Khosa’s name had been given by the opposition and finalised after a thorough consultation.

He said the issue of caretaker chief minister stood settled as a summary in this regard had already been sent to the Punjab governor that could not be legally withdrawn.

Outgoing Chief Minister Syed Murad Ali Shah and Leader of the Opposition in the Sindh Assembly Khwaja Izharul Hasan have failed to break the ice for a consensus candidate to lead the interim setup in Sindh.

After the two sides held their first meeting on Monday, it was expected that the government and opposition will hold further consultations on Tuesday but the two sides did not hold a meeting on the day.

The chief minister and opposition leader in their first meeting discussed and exchanged the names of each side for the caretaker chief minister office.

According to sources, People’s Party has suggested the names of Qayyum Soomro, Dr. Younus Soomro and Ghulam Ali Pasha, while the MQM has floated the names of former chief secretary Lala Fazal-ur-Rehman and seasoned politician and media personality Javed Jabbar.

It was being expected that there would be no problem in finalising a consensus candidate but the two sides did not come into contact on Tuesday.

The opposition leader and the outgoing chief minister have yet to decide the matter.

Balochistan Chief Minister Abdul Quddus Bizenjo on Wednesday said that the provincial government was in contact with the opposition over the issue of caretaker chief minister and both sides were likely to finalise a unanimous name by June 3.

“Legally, the tenure of the Balochistan government will last till June 3 and we are optimistic that the provincial government and the opposition will reach a unanimous name for the post of the caretaker chief minister by June 3 or we will refer the matter to a parliamentary committee and the Election Commission of Pakistan,” Bizenjo added.

In case the deadlock persists between the government and the opposition in the provinces the matter will be decided by a parliamentary panel with equal representation from the opposition and the government.

The matter will finally be decided by the election commission if the parliamentary panel would also fail to decide a name for the interim setup.
